Such tools can now be created easily using open source voice to text API’s (such as Open AI’s Whisper AI) and Chat GPT at 1/10th of the cost.

LLM’s need a lot of data to be effective, and millions of Indians can provide both the input training data (such as their 30 mins voice samples) as well as do human testing of the models before they are made available to the public.
